Disability Affairs Department
The Department of Disability Affairs was established to amplify the Ministry’s focus on improving protection and access to rights-based services. It coordinates the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and other disability-related statutes and policies and oversees national disability issues in Zimbabwe.

Equal Access to Resources for all PWDs.

Definition of Disability

According to Section 2 of the Disabled Persons Act (Chapter 17:01)a disabled person means a person with a physical, mental or sensory disability, including a visual, hearing or speech functional disability, which gives rise to physical, cultural or social barriers inhibiting him from participating at an equal level with other members of society in activities, undertakings or fields of employment that are open to other members of society.

National Social Protection Programmes for Persons with Disabilities (PWDs)

In an endeavor to promote the rights of persons with disabilities in accessing basic services and mitigate against all forms of vulnerabilities, the Department of Disability Affairs implements a range of strategies which were developed under the Enhanced Social Protection Programme.

How -To- Access Services

Any of the services  can be accessed by applying through the Department of Social Welfare district offices spread throughout the country. The system is decentralised to facilitate ease of access for clients in their localities. Clients can apply on their own but in the case of minors, the parents or guardians of children with disabilities can make the application. Documentation includes:

Birth Certificates
National Identity Card
Proof of Disability from a Government Hospital.
Any Related doc.

Legal Framework

The Disabled Persons Act [Chapter 17:01], enacted in 1992, outlines the legal framework for disability issues in Zimbabwe. The law provides for social protection of persons with disability and enunciates the scope for the provision of relevant and appropriate services by government and the private sector in Zimbabwe.

The National Disability Board Functions:

  • Issues adjustment orders to inaccissiible buildings.
  • Formulate and develop measures and policies designed to improve the welfare and rehabilitation of PWDs,
  • To keep measures for the welfare and rehabilitation of  PWDs under constant review and to re-access and evaluate those measures in the light of experience,
  • To assist the Minister in making budget estimates for the rehabilitation and welfare programs for PWDs,
  • To perform any other duties related to the welfare and rehabilitation of PWDs.

National disability policy (2021)

The policy seeks to guide the state and all institutions and agencies of government, development partners and all sectors at every level in formulating and supporting the implementation of laws, policies and intervention strategies that lead to the fulfilling, promotion, protection and respect of the rights of persons with disabilities.

Medical Assistance

The Department pays for medical assistance to public health facilities for PWDs who are unable to raise medical fees for their medication in government hospitals. This is done through a voucher system known as the Assisted Medical Treatment Order (AMTO). The AMTO is accessed at the applicant's nearest Social Welfare District Office. Proof of referral from a Medical Social Worker from a public hospital is required when applying for this facility.

Support for Vocational Training

The support for vocational training is both direct and indirect.

Direct support involves the enrolment of candidates into one of our three National Vocational Training Centres, namely:

  • Ruwa National Rehabilitation Centre.
  • Lowden Lodge National Rehabilitation Centre.
  • Beatrice National Rehabilitation Centre.

Indirect support involves the pavment of fees for Candidates enrolled at privately owned tertiary institutions. The programme seeks to promote self-reliance and secure the livelihoods of graduates through the development of skills that prepare them for formal employment and/or Income Generating Activities.

Disability Empowerment Revolving Loan and Grant Facility

The Loan facility provides financial capital to persons with disabilities below poverty line seeking to start businesses. Loans and special grants are available for individuals or groups of 5 to 10 persons with disabilities to support entrepreneurial initiatives

Grants to Institutions

The Department of Disability Affairs also pays monthly per -capita grants and annual administration grants to private institutions which take care for persons with disabilities. The grants are meant to contribute towards the maintenance of persons with disabilities under care / rehabilitation.

School Fees Support

Children with disabilities who are enrolled for primary and secondary education are assisted in the payment of school fees, examination fees and levies under BEAM.

Purchase of Assistive Technologies

The Disability Fund pays for the purchase of assistive technologies such as wheelchairs, crutches, lotions for persons with albinism and spectacles, amongst others. This is meant to promote access to assistive technologies for persons who are unable to purchase them due to their socio-economic circumstances.

Applicants are required to submit quotations (preferably from three service providers) to their nearest District Social Services office when applying for this service.

State Service (Disability Benefits) Act {Chapter 16:05}

AN ACT to provide for the payment of compensation on the death or injury of persons employed by the State arising out of and in the course of official duties; to provide for payment of compensation on the death or injury of any person whilst assisting the Defence Forces, the Police Force or the Prison Service; to establish a Disablement Benefits Board and a Disablement Benefits Appeal Board and to provide for the functions and powers of those Boards; and to provide for other matters connected with or incidental to the foregoing.

Benefits Payable Under The ACT

The Board may award compensation to a member or former member who suffers from a disablement due to an injury during their official duties or aggravated to a material extent, whether the injury occurs during or after their membership, or if their death is caused by such an injury.

State service disability benefits:

Disablement Pension

A social protection monthly pension paid to civil service and state service members injured on duty.

Medical Expenses Payment

In the event of injury on duty one can claim assistance or refund of any medical expenses reasonably and necessarily incurred as a result of the injury.

Commutation

A once off payment of the monthly disablement pension provided when the degree of disablement is less than 20%.

Widow's Pension

Pension payable to surviving legal spouse.

Vocational Training Allowance

If a member is discharged from work as a result of injuries sustained while on official duty, and applies for vocational training or degree programme elsewhere, the member may receive a vocational training allowance as determined by the Board.

Clothing Allowance

A social protection allowance payable to such members whose disability requires them to use assistive devices.

Constant Attendant Allowance

The disablement benefits board awards to that injured member in addition to any other benefits payable, an allowance for constant attendance.

Children's Pension

Pension payable to children of a deceased member who are 18 years and below, up to maximum of 5 children.

Funeral Expenses

The state service board may grant that funeral expenses for the member be paid to the deceased family.

Summary of requirements when Applying for Compensation on:

Injury On Duty

1.Original copy of the Doctors report with degree of disability

2.Original copy of Injury report on form Z1149 dully completed

3.Duly completed sick leave forms (original)

4.At least (2) eye witnesses’ statements

5.Description of duties being performed at time of injury from the head

  1. A certified copy of National Registration Card
  2. Bank statement showing name and account number

8.Reasons for late submission from Head of Department where applicable

Death On Duty

2.Certified copy of Certificates of Heir/Letter of Administration /Certificate of Guardianship

3.Certified copy of marriage certificate or completed forms Pens 50 and 51 in case of Customary law marriage
