\r\n \r\n \r\n The Department of Disability Affairs was established to amplify the Ministry\u2019s focus on improving protection and access to rights-based services. Definition of Disability<\/h3>\r\n \tAccording to Section 2 of the Disabled Persons Act (Chapter 17:01)a disabled person means a person with a physical, mental or sensory disability, including a visual, hearing or speech functional disability, which gives rise to physical, cultural or social barriers inhibiting him from participating at an equal level with other members of society in activities, undertakings or fields of employment that are open to other members of society.<\/span>\r\n <\/div>\r\n<\/div>\r\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t <\/div>\n <\/div>\n

In an endeavor to promote the rights of persons with disabilities in accessing basic services and mitigate against all forms of vulnerabilities, the Department of Disability Affairs implements a range of strategies which were developed under the Enhanced Social Protection Programme.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Any of the services\u00a0 can be accessed by applying through the Department of Social Welfare district offices spread throughout the country. The system is decentralised to facilitate ease of access for clients in their localities. Clients can apply on their own but in the case of minors, the parents or guardians of children with disabilities can make the application. The Disabled Persons Act [Chapter 17:01], enacted in 1992, outlines the legal framework for disability issues in Zimbabwe. The law provides for social protection of persons with disability and enunciates the scope for the provision of relevant and appropriate services by government and the private sector in Zimbabwe.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
